What is or isn't playable?

I just finished playing the offline portion of PSU on the PC and was about to order a copy of AoI when I noticed a comment on Amazon that said even the offline portion doesn't work anymore because the servers are down. Is this true, and if so, is there any way to access the offline story mode for AoI in english?

Chapter 2 of story is acessable via offline mode, I was just using it a bit ago myself, and can if you want log in and see about screencapping for proof if ya want.
