Which clothing item is this?

Saw someone in it and looked cool, but sadly didn't get to screenshot.

Basically looked like a "royal" outfit. The shoulders where gold and had small strands that went down the sides of the arms.
The main chest part had two gold "buttons" on each side and gold strands connecting them across the midsection. The rest of the outfit was mostly a mix of black/gold/red.

Best I could think of to describe it. :-?
