I was wondering if anyone has made or found any form of translation for the Room names and the rewards from the handin mission.

I have this item thats 13stars got in during a b run. and it appears to be an enemy part/piece.

I don't believe there is.
But usually, item names do not have kanji in them and are written in katakana. If you look up a katakana chart online, you can match the symbols and spell out the name. Try pronouncing it after you've written it down (or remembered in your head) and try to think of an English word that resembles it.

For example: ベルーガ --> Beru-ga --> Beluga

Also, if you've found an item, you can look it up on psupedia based on item type, rarity (number of stars) and stats (if it's an equip).

and Vent tip is very good, if you can, memorize katakana chart, its easy, and you can read almost all item names =]
