You earn it by running restricted missions in the same room as the RSD exchange. You can see your current amp on your stats screen. The restricted missions will reduce you to level 20 temporarily, you'll need to start with Desert Terror /R first, when you reach 500 AMP switch to Sacred Stream /R as the payout per minute is highest there. I would recommend going all the way to 1500 AMP (the maximum) before buying anything, because then you won't have to play DT/R again to get back to 500 and can stay on the fast track.

^^; ty though i've 2 more questions, what room is RSD in? :s also im on jp server would there be any translators that you know of?

RSD is room next to club on Clyez city 3rd floor.
