Either route? lol no. You have a chance at a rare block when running the mission at all on A. I believe though that you are required to finish all 40 blocks on all difficulties with any given char before they start showing up. At least that's what I've been told. It's not that bad to do, so I would play it safe by doing so.

Just on A rank, and the mission doesnt have end boxes D: . There is a chance between block 2-39 where you can find a "???" Block. Sakai is waiting for you after crossing the fence, and after the conversation he will give you a present box containing a Scale (the content changes on B and C ranks, containing a De Ragnus Dorso and De Ragan Tail respectively)

Oh, trust me. I know. I know this very, very well. I just didn't want to get everyone else in an "OMG NO GC WEPUNS FRIST PLZ" or "LOL CLOTHING DOESNT MATTER FGT" tizzy.

I am well aware that we haven't gotten new clothing in years, and are well overdue. I try to constantly remind Edward of this fact. :D

Why, did u wish u could pointlessly invite people that'll never leave white beast to join you? Even if it was 10 players you'd soon end up playing by yourself anyways if u wanted to play it a few weeks after release due to white beast lol

Can't speak for the Psycho Wands, but they're probably are annoying as ever.

As for Dragon Scales, so far the people I've heard from have had fairly good luck pertaining to finding Mr. Sakai. I've personally found just 3, but have heard of others finding as many as 15+ already.
