Contest summary
It's time for the 5th anniversary illustration contest! This time, entrants can drawn inspiration from the series starting with Phantasy Star Universe all the way up to Phantasy Star Portable 2 Infinity. Winning submissions will be displayed on the official site and for a set period in-game, with winners receiving an in-game reward.

Contest dates
* Entry submission: July 21, 2011 - August 26, 2011 (16:00 JST)
* Announcement of winners: End of September 2011
* In-game lobby displays: End of September 2011 for a set period of time

Contest prizes
* First prize (1 winner) receives a Gold Trophy and their artwork displayed in Clyez City.
* Second prize (3 winners) receives a Silver Trophy and their artwork displayed in Holtes, Ohtoku and Dagora City (one winner per city).
* Third prize (3 winners) receives a Kolbe Trophy and their artwork displayed in mid-point lobbies across Gurhal.

Contest rules
* Submissions must be based on the following games:
- Phantasy Star Universe
- Ambition of the Illuminus
- Phantasy Star Portable
- Phantasy Star Portable 2
- Phantasy Star Portable 2 Infinity
* Multiple sources can be combined into a single submission.
* Submissions must be JPEG format and no larger than 1MB.
* Submissions will be accepted only through the official submission form (https://phantasystaruniverse.jp/support/inquiry/event.php).
* As described in the official copyright notice, submitted artwork should not be posted on blogs, fora or any other public area. If it discovered that artwork is publicized before the official announcement of winners, potential prizes for that piece of work may be revoked.
* You may submit multiple works, but only one may win.
* All artwork submitted becomes the property of SEGA.

so everyone is allowed to submit this time? i can remember there was somehing like jp only some time ago....was it for the weapons? i cant remember it correctly now....

I don't think they've ever really restricted the anniversary contests. Looking back at the last few, I can't find anything in the rules stating JP only. However, it's kind of implied considering that the game's TOS states that only residents of Japan are allowed to play.
