Yes, it's down, although http://support.xbox.com/en-GB/xbox-live-status claims it is back up....

I had a problem earlier where it was telling me my MTU wasn't a specific number to connect. I just played Dead Island offline for a while and it seems to be working fine now. Was pretty annoying though.
