Me and my friend both got teleported to a fourth floor mission counter, and I was in the Guardian's HQ, fifth floor. Nowhere near either 4th floor counters.

Happens to me too. It's technically a good thing since the way the event works, you have no way of knowing if you got a rare mission or not.

I can't wait for PSO2. No more rare missions / maps. Hello to truly rare enemies.

Uhh... I don't think that's got anything to do with it. XD...
It lets you check for a rare mission without having to climb down to 4th floor.
