Cannot log in???

Is there maintenance going on right now?? I just came back and I cannot log in and I thought the maintenance was not until Nov. 10th.

So im trying to set up a psu id but the website says that it is down for new subscribers does anyone know when this will be back up or is there any information on why that is down...SOMEONE PLEASE RESPOND BECAUSE I AM TIRED OF BEING AMERICAN!!!
