PSU for Xbox dead?

I haven't been on this site since i canceled my Xbox Guardians licence 2 years ago, i was thinking of returning to PSU after hearing about PSO2 not coming to the States. I'm seeing a lot of people talk about JP PSU is that a better server to go to and do i need to purchase anything to access that server, i just want to be in a more populated game since I'm coming back.

360 is getting an event tomorrow so should be a good population plus the event drops the best Rod in the game (including JP PSU)

I'd say the 360 PSU population is still pretty healthy at this point.
