I see people asking this question like crazy... so I'd guess I'd ask it for once :/

You get on the JP servers by blood donations to Sega of Japan, fill out an application and wait 30 days until you are accepted onto the servers that you have to pay 15 dollars a month just to play a small female newman techer. (http://www.pso-world.com/forums/showthread.php?t=176829)
