Wait for servers to come up and spoof Japan IP address if needed - CHECK!
Billing and Guardians Licence.... - Ah... MEGABALLS.

Do we need to have a Japanese billing address do you think?

Wouldn't surprise me if they rejected foreign credit cards again like the first few months of JP PSU. Irrelevant whether they do or not. Also you can still use the example address that shows up in the registration form. It's not like they have to mail you anything.
