I think there's a player match up section in the main forum. I stopped playing psp2 awhile ago.

You can go to the unofficial PSO-World IRC chat (http://psoworld.weebly.com/). There are several people who play PSPo2 who frequent there.

Random match ups are nearly impossible. The match up forum or he IRC is your best bet. Unless you're like me that joins random parties.
