Ok.... So I just tried to sign up for the second alpha test, I went on IE and changed the language options to Japanese, created my Sega ID and then proceeded to this page https://cha.isao.net/profile_oem/OEMLogin.php?product_name=pso .... I entered my ID, password and spent an hour or so going through some katakana in order to fill in the verification code. But after that was done, I came up to this page https://cha.isao.net/profile_oem/OEMAuthChk.php and saw the ファンタシースターオンライン2 α2テスト申し込み (Phantasy Star Online 2 a2 test 2 application), but the button under it wasn't clickable, is it suppose to be like that, or am I just too late -,-? Or was it done the moment I entered that verification code?

You were too late. Applications stopped being accepted about 18 hours ago. Hold on to your Sega ID info though because you'll need it if you want to try to get in to the closed beta, whenever it might be.

Nobody knows. It took almost two months between the time when the announced the entrants for the first alpha and the when they announced when the alpha would start so based on experience, no time soon. However, since they're planning on announcing the entrants for the second alpha a fair bit sooner than they did for the first, I'd bet they're going to start sometime in Feburary or March at the latest.
