Cast hover boots question...

I have looked everywhere and can't find any info on how to use them or how to obtain them if even required. Could someone please let me know or point me in the right direction. Thanks.

I think you have to do it at character creation.

I'm not quite positive though as I haven't made a cast.

You can find the option when you make your CAST, near the bottom part of the options. Apparently if you made one already and didn't pick the option to have one, it can be changed in the beauty/makeover shop.
