The name of Emergency Codes are in English, coupled with correct English pronunciation. That gives you a slight idea what's about to happen if you couldn't figure it out yourself.

The stuff written in PSO2 font is English-ish, and there may be a few English words here and there, but most of the stuff is either in Japanese or is romanised and written in katakana.

It honestly only takes like 3 days to learn katakana if you feel it's worth the effort.

Also, some of the interface stuff (like Lvl, HP, PP) are in latin characters though they're not technically English words. Still, you know what those mean, right?

A few of the main things are English (HUD, a few signs, etc) but really the game is largely image-based. The item icons should all give a pretty good explanation of what the item is, provided you're familiar with any other PS games. The drops are all color-coded, and their stats are somewhat easy to figure out with a little guessing.
