I had that.
You have to register you Sega ID.
I was just randomly pressing buttons and I got to the page to register.

I've sorted mine now, had to log into the website, and accept terms and conditions. Needed to type the capcha thing it which was a bit of a pain.

Google katakana, copy paste, not so hard, of course my keyboard is set to type Japanese already...
