Matter board location and chatting

Two issues:

I can't find the matter board. Would have rather asked people in game but that is my second question. Anyway...who do I talk to for the matter board?

Other issue, when i press 'enter' to release my words into the world, I get a line of japanese text in a blue bar at the bottom of my screen. Any ideas as to what is going on here?

You obtain the first matter board in the shopping district, in between the two elevators.

Thank you very much...I didn't even realize there was a shopping district..hahaha.

Now for the other problem...which will make it very difficult to play a japanese game. Anyone having an issue with chat?

Nevermind, figured it out. Seems there are different chat options. I was probably stuck in party chat.
