Matter board 1: E-2 Rockbear Blaster Drop

I've killed free field Rockbear 16 times and encountered him in 3 bonus Emergency Code: Duels in the 7+ field.

I have yet to obtain the blaster drop.

Yes, I did have the matter board quest selected for all 19 kills.

Is this normal?

Yeah. It took me over 10 missions to have a Nab Rappy drop what I needed.

I guess this is my penalty mission, since I got all the other drops within 3 tries. Vriada one took me exactly 1 kill.
