no a 100% means thats how much atp is added to your attack for that class

like

100% ata on valcins means
you ata is at 100 it becomes 200
duh

and if you got a 100% native add 100% of your attack to your attack

I have 50 hit vulcans, think they are drain, and 30 hit masters. Intersted in the sigh of god, what else would you want with those?
