Locking skill swap

I can't figure out the option to locking the skill swap (say on a staff or gun) to change skills instead of holding the dumb button the entire time. Some direction would be greatly appreciated :D

There's a couple different places you can do it.
The easiest would probably be from the same screen you equip weapons from.

-Hit Esc
-Second menu button (looks like suit of armor/weapon)
-First option for weapons
-clicking one of the 3 boxes to the right of the actual weapon will give you the menu to choose the PA's you have for that particular weapon

Let me see if I can explain it a little better. If you are using the keyboard, you hold Shift to access the other 2 PA's on your weapon. I need to know where to go to make it so that when you let go of Shift is doesn't take you back to your main auto attack and 1 PA ability.
