Am I doing something wrong, or just unlucky?

I've been killing Diggs for several hours and not one of them has dropped the launcher I need for the first objective in page 2 of the matter board.
Is there a specific mission I should be running or is the RNG just giving me the middle finger? :-?

Make sure those Diggs are lv11+

PSE bursting with another party might help the drop rates, but those are pretty hard to pull off.
