Shoul I just grind for levels or do quest at the same time?

How about both? The two NPCs witht he kill quests, on either side of the quest counters, are repeatable. So you can keep mindlessly killing AND still get some bonus xp for doing so.

Edit: also forgot that one purple haired newman who has orders to clear forest quests on hard, those are repeatable too.
