Suspended from Chat???

It seems like every time I start chatting on PSO2, I would eventually be "suspended" from chat. Every time I try to send a message, I get a system message, and it doesn't stop until i restart the game

Sounds to me like you somehow manage to change to team chat when you don't have a team.

When you press enter to chat, just above your text entry box, there's a tab thing you can click on to change what channel you're speaking in.

1 is public, 2 is party, 3 is team and 4 is whisper.

Yes, you have switched to Team chat. Once you open the box to type, look right about your text and enter the top option.
