long story short, I have 2 SEGA IDs because I entered my username as my password. I just received an email on the account I no longer use about an item code and how it's a 1 time use. could I use it on my other account or are the item code account specific?

Codes are a one time use thing. A few will be reactivated after launch becaue of people not being able to play on the server they wanted to but other than those few codes, you only get one per code.
