it doesn't seem to do anything to me at all. perhaps its because i always have full hp when i'm near it.

Stand near it when your not at full hp. Mobs can destroy it. Very nice to have if its in a safe spot and you are grinding on one map.

well using the logic determined by earthbound

if you eat food like a hamburger you regain HP

when you use the refreshment pod in earthbound you regain HP and PP

so since you regain hp in the pod, it's safe to assume your hunger is also satiated.
