How come my hunter can learn Rifle PAs

I've been noticing my hunter can learn PAs for rifles.. But she can't equip rifles.. Weird?

because you can switch class by going up to the class counter.

You can freely switch between classes so any class can learn the PA's

Because you're not always a hunter. Classes can be changed simply by going to the Class Counter. Hence, you can learn whatever PAs you want but can't equip them until you're the right class.

What everyone else said. Same goes for force technics. You can learn them as a hunter, but you can't use them unless you class change to a FO.
