Pretty sure a lot of the techs are random giveaways save for maybe Grants. Eventually yes I did get Shifta from Echo. But later on Maroo also gave it to me. So I don't really think there's a set giveaway at any point. I actually got Grants, Resta, Anti, Gigrants, and a whole bunch of synthesizers and such from them before they ever gave me Shifta =/

So I guess just keep trying and hoping.

Echo gave me Deband, Anti and Shifta level 5.
