Just started on the Japanese servers, how do you obtain new missions? I'm level 6 and all I see at the moment are lvl 1 and lvl 7 missions and you can make them lvl 21/27 but I don't see anything in between.

There is a lady on the right of the Quest Giver in the lobby with Silver hair who gives you Client Orders that unlock more areas. You may have to dabble in the Matter Board a little bit for her to open up, can't exactly remember. So sorry about the vague answer.
