cant make new character?

when i try to make a new character it tells me this:

現在このシップは、混雑のため
新規登録を停止しています。

他のシップのご利用をお願いします。


This relationship, because of the current congestion
It has stopped new registrations.

Please the use of any of the other ship.

does that mean that the servers too full for new registrations right now, or is it that i cant make a new character on this specific ship, what does it mean?

Congestion means the server is too full and won't accept new registrations.

But as of today, ships 1 to 5 and ship 10 have reached the cap and it's impossible to create new characters on those ships. When these restrictions are lifted, we don't know (they say about 2 weeks, but we'll have to see about that). So it's most likely because of that, that you can't create a new character.
