Yeah, I have seen this pop up quite frequently, and I am still wondering about this...

Though yes there has been a little bit of talk about a second free mag... I would think this would come in a future update, so free players can get a mag when they know how to play the game, instead of at the beginning when they know nothing about mag raising

It means the 2nd AND further mag require the AC.
