Mag license problem(broken?)

I just spent 4 hours trying to get 10 drops for my mag but I only have 2 and they where in the first few mins. They are just not dropping at all on any forest mission. Anyone had the same issue? I really hope I dont have to start again:-?

Unlucky. It took me a couple hours to get all of mine.

They drop from the wolf enemies.
