Now why the heck can't I change from English keyboard to Japanese while I'm in-game?

Have you tried just using the Japanese keyboard at all times?　Microsoft's IME keyboard can switch between Japanese and English characters, so I just use that by default and switch amongst the input types. It's not too hard.
