Cant make character?

Are the servers down?
I have been trying to make one all day and get a busy error.
Even tried 8 or so different ships. =c

No, the servers aren't down, but a lot of the ships are locked due to player congestion. I think 1-5 are the specific ones that are locked. Try ship9~

Ships 1-5 and ship 10 are locked.

Ship 6-9 can make new characters.

The player cap on ship 1-5/10 will be extended next week.

Did you register your sega ID? I know when I tried to create a character back in open beta, I had to do that before I could make one on whichever ship wasn't full.
