I agree with you on them seeming to be specific. I'm on the East coast and they always seem to pop up around noon. This has been the case the past few times I've played around those times. It might just be coincidence though

I always figured they weren't so random, but I haven't been paying attention to the mission times.

The last city mission I was in just now had 7 Code Protections.. someone needs to fire that pilot.

does that link actually tell you when the next Emergency Quest will be? It looks like it's just a log of when and where the emergency quests that already happened were.

Unless there's some pattern that I'm not seeing correctly, it looks totally random =/

According to the description of the page, they're simply gathering information on the events and recording them as they happen to find a pattern, so I agree on the randomness.
