Duel Gaze, Bouquet Rifle, and Soul Eater are listed as equippable by all classes. Does this mean that I will be able to attack with these weapons with the class specific skills omitted? (For example, force shooting wifh a bouquet rifle and a hunter shooting cards with duel gaze)

Yes, but you won't be able to assign any PAs to the weapon unless you are the correct class.
