So. What is the full duration of time it takes a Mag to get back down to 0% after it's full at 99%? Minutes, and seconds?

I actually took the time out to figure this out when I was bored!

30 seconds to drop down 1%; 99% to drop to zero, 49.5 minutes.

From my observations, feeding an item to the mag fills the bar by about 33,3%, and the maximum actually is 99,9%.
I may be wrong, but if I'm not, it's actually closer to 50 minutes.

In any case, it's a bit more complicated than just that, because mag special actions consume a certain percentage each, every time they trigger.

Basically it's the opposite of PSO. Since you do not have a precise timer to watch when feeding your mag, you can perfectly do other things; come back some time later and still not have wasted any time as long as it didn't reach 0%.
You're even better off actually playing the game because mag actions make the bar decrease faster.

...or so they did in beta. Anyone can confirm this is still the case?

Yes, whenever my mag heals, it uses 3%, and every time it buffs, it uses 5%

I've gotten mine to exactly 100% by just spamming the A button before taking a teleporter.

Probably not worth noting, but the number doesn't round up. Feeding a mag twice from 0 shows 66%. I've tried feeding my mag once it dropped down to 66% but it said it was full until I tried again in a couple seconds (still showing 66%).

No idea if you can get it to show 100% if your timing's perfect

Yes, it can show 100% for about half a second if you're hitting enter like a mad man

Yup, that's actually the main reason why I think the bar includes decimals that you simply can't see. How many is pretty hard to say though.

Seems like I was right then, even though it's not 33,3% precisely.
