Level up or do the client order from the respective class NPC (Lisa for rangers, Orza for hunters, Marlu for forces). You can only do the client orders that give SP once for each class and the SP given only applies to the respective class.

2) At level 30, you are given a client order to gain +5 SP. 7 [Rare] Rappies and 5 Dark Ragnes, all killed with either Partisan, Launcher, or Card

So far there is only a total of 45 SP available. But in September the level cap will be raised to 50 and very hard will be added. Since both normal and hard spanned 20 levels, you can pretty much guarantee that the cap will not stay at 50 for long, and with the possibility of new areas then it will keep going up.

If you don't want to go through the hassle of killing hard dark ragnes (since the level requirement on the monsters are all 21+) with a weapon that you don't like, the check for what weapon you have only happens when the monster gets killed. So if that weapon isn't your preferred then you can weaken it, switch to your preferred when you get the low hp warning and then reap the rewards. I was doing this with a hunter who was much more comfortable with a different weapon.
