I was thinking R2(Evade) was "stepping" but I'm not sure what step attack is going to do seeing as I'm pretty sure i was always able to attack while moving...

Evade is a step. A step-attack is when you press attack mid-step, then at the end of the step you will do a specific attack, depending on your weapon.

This is granted you're a Hunter.

Step attack allows you to attack just after an "Evade" as you call it.
It also changes the way you attack at that moment, for example, with a sword, you're doing a kick.

Step Attack:
1)Be a hunter who has taken the Step Attack passive
2)Evade and immediately hit attack (Hunter evade is pretty short as is, so there's not a huge window)

It's most useful I guess for JAing into PA#1, as it will always be followed by the first attack/PA in your combo. Can also be nice for some other things - ring traps can be broken from inside by spamming the wired lance step attack (because it hits twice very fast). Mostly, it just gives you more combo options, because the downtime from the hunter's step evade is so short as is.

Step attack with a Partisan is a quick downward swipe. The normal attack is an upward swipe
Pretty easy to notice, granted you actually have put 4 SP into dodging
