Trouble installing

i need help installing the english patch i know how to extract and everything but i cant find the pso2_bin file plz help

There is no pso2_bin file, it is a directory, and this is a sub directory in the directory where you installed PSO2 to. You may be more comfortable with the term folder, not directory though.

hmm which folder do i need to put it in downloads,symbolarts,or temp i put it in each one but it didnt work at all plz help

You are in the completely wrong place.
You would have to put it in the game's install directory. This defaults to either C:\Program Files (x86)\SEGA\PHANTASYSTARONLINE2 or if Program Files (x86) doesn't exist on your system, C:\Program Files\SEGA\PHANTASYSTARONLINE2. This is where you would have to put things.
