What is Partizan Gear supposed to do?

It's not an ability to set anywhere is it? does it just extend to hit more targets?

You don't set it anywhere, you just put a skill point in it and it's automatically up whenever you use a partisan.

It gains charges by doing that little twirl after an attack, or by holding down block (very slow). It just extends the reach of PAs. That's all it does.
