My mag currently has 5 trigger effects, but 2 of them are both Restore HP A, if I add a new device, is it random what is replaced, or do you get to pick?

Yes, I can confirm that you get to pick, with the exceptions of cases where you can't have two of a particular type at a time (you can't have mate production and an atomizer production, so it will just ask if you want to replace the one you already have.)

Each has their own trigger chance and cooldown, so in a way, yes.
