Matter board glitched?

I'm on matter board 5 but i'm "stuck" at F-5.

I'm supposed to talk to Rogio according to bumped.org. However, when I walk up to him the cutscene/convo doesn't start :(

I hope it's not glicthed cuz I really want to finish up the matter boards.

IIRC, to complete F-5 you need to go the exit, the exit that lesds you to the camp site. Radio will phone you up and F-5 should be complete. However I not entirely sure, but one of the quest, on matter board 5, was like that.
