Let's assume the rare drop rate is 0.01% (might be even lower though...)
drop rate +50% means 0.015....
I don't know about others but it is not very effective to me

Hmmm... weird. I still haven't got anything in my e-mail yet even though I completed it well within the time frame. I did, however, get an e-mail about a story quest. Maybe it will come in the following hours or something, I don't know.

I wouldnt call it hugely insignificant. I mean, 50% more tigerdores and all that, not a bad deal actually, can get those weapons to 50 element pretty easily now!

Um.. It doesn't raise the drop rates to 50%. It just boosts the drop rates by 50%. If the Tigredor's drop rate is 0.10%, using the item will make it 0.15%. So no, it still won't be easy getting those 50 elements.
