It was origionally the Tecker shop.
But the NPC was moved downstair, after people complained that it take too long to walk up there.

I'm thinking it might be used a photon drop exchange shop. That's what I'm guessing. Unless they use the recycle shop counter for that. Oh and where's the recycle shop going to be?
