problem downloading the pso2 downloader

im trying to click the spot to download the loader and it starts to do something but just quits. its the space with the elf of the left and human on the right. its like the first steps to getting this game going.

is not letting me cause im not in jp lol? i dont have a clue. anyone else have this problem or is it just me?

the first link is an about blank and the 2nd one take me to the one iv been trying where i click the button to dl the loader but nothing happens.
