Webmoney is pretty expensive.

The method I've used before:

After registering your account with SEGA so that you can use Arc cash I went over to cn-usa.com and purchased prepaid webmoney cards.

The cards give you a 16 digit code to use at the webmoney website which you can access through the PSO2 charge site, when you get redirected to webmoney just input the 16 digit code in the big box there and you're charged up.

I personally don't have AMEX and trying to register with webmoney seems like a hassle if you're not native Japanese. Prepaid webmoney cards was the easiest route for me.
