Registering on Webmoney?

I want to buy some AC, but can't find how to login/register on webmoney.jp, can anyone help?

Ps: I was using this guide:

Even if you register on the WebMoney site, you need a Japanese cellphone mail-address when confirming your user. And even if you somehow manage to get a hold of one (and receive the code given in that specific mail), you still won't be able to purchase WebMoney from their page unless you have a Japanese Credit Card.

So, just drop the WebMoney registration. Best way to get WebMoney would be through SuToCorp (http://www.sutocorp.com/japanwebmoney/) or CN-USA (http://www.cn-usa.com/?cmd=buy&loc=193646&from=indexCatRec).
