Soul affixes

According to the spreadsheet wiki, for a soul, it would say something like:
"Increase inheritance rate of [_____] by 20%"

Can someone elaborate on what it means by inheritance?
I.e. to get the boost, does the soul have to be on the material item or the target item? and does the affix being boosted have to be alongside with the item that has the soul, be on the target item or on the material item?

It's when the soul is in the system, even if it's on a 'material item' and you can't actually retain it

even so.....I didn't observe any increases when using vol soul and burn.

It might only apply in cases where Mutation would apply, I don't remember
