Effecient affix transfer suggestion

I want my 9 star partizen to have Shock III and Quartz Soul,
how would you successfully transfer these affix? (using the cheapest method, also use the 30% success which will come up in Nov 7)

Would you put shock III or Quartz soul on partizen first?

Why shock III? Vol Souls boost the success rate of burn being passed on, while Quartz boosts the success rate of Tech and Panic being passed on. It's best to work with the soul synergy to get the best of chance.

I'd put shock first, though.

i have an idea i wanna try out, but I'm not quite sure which souls boost with Affixes+^_^+ also, my idea, if it don't work will put me back some 3 mill+^_^+

afaik, fang soul boost power inheritance by 20%.
